A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 11th March 2020 at 7.30pm.
PRESENT: Messrs., D. Hillary, E. Murdock, S. Hitchen, R. Murray, F. Buchanan, Y. Lockwood, V. Sonnabend and G. Wilson
Also, Present: T. Gear (Clerk) and J. Lister (County Councillor)

21/2020 DECLARATIONS OF INTERESTS
F. Buchanan as Church Warden of St James Church declared an interest in item 17 on the agenda and left the meeting for the duration of that item.
On the proposal of R. Murray and seconded by of F. Buchanan it was RESOLVED that the minutes of the meeting held on 8h January 2019 be approved and signed as a correct record.
23/2020 POLICE MATTERS
The were no apologies and no police report.
24/2020 PUBLIC PARTICIPATION
There were no members of the public present and no matters were raised on their behalf.

26/2020 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including, he had received a request to renew the council registration with the Information Commissioner which if paid be direct debit would be reduced from £40.00 to £35.00. All agreed to pay by direct debit.
27/2020 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister advised that there had been changes to the Executive of Allerdale Borough Council and that bin collections will be taken back in house as of the 1st April.
28/2020 PLANNING MATTERS

30/2020 VILLAGE GREEN – LAND REGISTRATION
The clerk advised that the transfer of the former Public Room and car park were no with the solicitors.

There had been no further contact with the occupiers who have been informed of the council’s intention to re-

Works have been carried out by County Highways which appears to have resolved the situation.
34/2020 BANK ACCOUNT WITH ONLINE FACILITIES
The clerk explained his efforts to secure an online account which were continuing.
35/2020 FOOTWAY LIGHTING
Further information had been received from Allerdale Borough Council advising that as of April 2021 they will be expecting this council, to pay £802.25 energy costs for footway lighting in the parish. It was agreed that the clerk should write on behalf of the council and residents objecting to this proposal which will have a detrimental effect on the council’s budget for a service which is already paid for by the residents through their Council Tax.
36/2020 DONATION TO ST JAMES CHURCHYARD MAINTENANCE
The council considered an application for financial support for the above. On the proposal of E. Murdock and seconded by R. Murray it was RESOLVED to donate £400.00 to this important facility of the parish
