A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 10th January 2018 at 7.30pm.

1/2018 DECLARATIONS OF INTERESTS
On the proposal of S.G. Hitchen and seconded by R. Murray it was RESOLVED that the minutes of the meeting held on 8th November 2017 be approved and signed as a correct record.
3/2018 POLICE MATTERS

4/2018 PUBLIC PARTICIPATION
One members of the public was in attendance for this item and raised the drains and gulley’s on the Moor. He claimed that he had correspondence stating that it had not been reported to the County Council. He was advised that the drains had been reported by the clerk and had been advised that they had been cleaned. Members agreed to have the gulley’s looked at again and cleaned (if necessary) and the drains reported to the Highways Authority.
The December/January CALC Circular had been forwarded to councillors and there were no matters arising.
A letter had been received from HM Revenues and Customs advising that there will be a new way of reclaiming VAT and more information will be available in due course.
Notification had been received that Community Waste Prevention funding is still available in this area
The latest United Utilities – West Cumbria Supplies Project – Update on Road Closures had been circulated.
Notification had been received that PKF Littlejohn had been appointed the council’s external auditor for the next five years.
The clerk had received a survey to complete on various publications provided by Growing a Rural Community. There was concern that there is little value in these documents being circulated but notification of the website address when they are published would be of use.
A Department for Transport’s public consultation on future funding on the Strategic Road Network(SRN) had been received but the links were defective, and advice had been given that access to the consultation would be through the website.
The latest United Utilities Stakeholder Update had been received and circulated
A press released had been received regarding the new Child Health App of mobile phones designed for parents and carers of children aged 0-
6/2018 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting which included:
i) He had again reported the condition of the Hayton to Prospect Road to the Highways Authority but had not received any response.
7/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister (Borough and County Councillor) advised that there will be full council meetings of Allerdale Borough Council next week and the highways team had been in the area filling in potholes.

10/2018 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON
The clerk informed the meeting that he had again written to the developer enclosing information about unauthorized works to a Village Green but had not received a response. Y. Lockwood had spoken to him and he had stated that it was his intention to return the land to grass. The property is apparently owned by Home Housing and the clerk was asked to write to them.
11/2018 DISUSED TELEPHONE BOX
The clerk provided some estimates for buying a defibrillator to put in the disused telephone box and the cost of leasing the same both of which appeared high. It was suggested that a defibrillator may located somewhere else in the village at a substantially lower cost. F. Buchanan to make some enquires regarding location and the clerk to ascertain some costings

The clerk informed the meeting of the contents of an e-
14/2018 ALLERDALE BOLROUGH COUNCIL BUDGET CONSULTATION
The clerk informed the meeting of the proposals in the above which were noted.
15/2018 CUMBRIA DYSLEXIA PROJECT
A request had been received for financial support for the above. However, there were concerns regarding the status of the group and the long term aims and objectives therefore the council were unable to give any financial support to the project.
16/2018 MEETING DATES 2018/19
A schedule of meeting dates for 2018/19 was agreed.
