A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 11th September 2019 at 7.30pm.
PRESENT: Messrs., D. Hillary, E. Murdock, S. Hitchen and Y. Lockwood.

69/2019 DECLARATIONS OF INTERESTS
On the proposal of E. Murdock and seconded by of S. Hitchen it was RESOLVED that the minutes of the meeting held on 17th July 2019 be approved and signed as a correct record.

72/2019 PUBLIC PARTICIPATION
Five members of the public were in attendance to raise concerns regarding letters they had received from the Land Registry pursuant to the council’s application to register Possessory Title to the remaining part of the Registered Village Green. The main concerns were that such registration could have an impact in the future on their established accesses to their properties over the village green. They were assured that that was not the intention of the application and that it had been made clear in response to a requisition from the Land Registry who had also completed a survey of the land. The residents asked for a copy of that response which will be supplied by the clerk. The residents indicated that they would be submitting letters objecting to the application.

78/2019 VILLAGE GREEN – LAND REGISTRATION
The clerk provided an update on the efforts being made to register the area of the village green that had not previously been registered and the transfer of land on which the Public Room stood and car park. He also advised there had been two requisitions for information from the Land Registry which had been responded to and he had submitted the surveyor’s response to the Charity Commission. The Charity Commission has today responded saying that they will not deal with the Parish Council and the Trustees must respond to their letter dated 30th August 2018 before progress can be made.

84/2019 ADOPTION OF MODEL FINANCIAL REGULATION 2019
Draft model Financial Regulations issued by the National Association of Local Council’s had been circulated to members and on the proposal of S. Hitchen and E. Murdock they were adopted by the council.
